Biddeford's City Manager resigns

Truc Dever, hired last summer to replace former city manager Jim Bennett, submitted her letter of resignation to the Biddeford City Council and Mayor Liam LaFountain Sunday evening.

During her time in Biddeford, Dever led the city through a difficult and demanding FY27 budget season and supported ongoing municipal operations.

Dever said in her resignation letter that she came to the position optimistic and deeply committed to public service.

"However, over time it has become apparent that the scope and complexity of the issues facing us—many of which are long-standing and systemic—cannot reasonably be addressed within the timelines or structure under which I’m expected to operate. Despite my best efforts, there are simply too many demands and not enough time in a day to tackle what’s needed," she wrote.

Truc said the environment has limited her ability to conduct her job in a way that is consistent with her professional judgement, experience, and best practices.

“The level of control and oversight imposed has made it difficult to effectively collaborate on thoughtful solutions, build mutual understanding, and empower staff. In that context, continuing in this position is no longer healthy or productive for me, nor is it beneficial for the City. Stepping away is a matter of professional integrity and self-respect,” she said. “It is difficult for me to acknowledge, but I will be candid and say that had the full extent of these conditions—and the limitations imposed on this role—been apparent when I applied, I would not have pursued the position.”

In response to Dever's letter, LaFountain spoke to the challenges facing the city and his appreciation for her service.

"These are challenges residents know well, and that the Council and I are committed to addressing head-on," LaFountain said. "I've appreciated working with Truc over the past nine months, and I wish her the best in what comes next."

LaFountain has called a Special City Council Meeting to consider Dever's request and determine next steps for the city.

"Transitions like this are part of public service, and Biddeford has weathered them before," LaFountain said. "The work ahead is significant — finalizing a tight budget, addressing long-deferred priorities, and strengthening the foundation of city government. But Biddeford is a city built on the strength of its people, and I am confident in the future we will build together. I look forward to continuing to work alongside the City Council and City staff to serve the people of Biddeford by putting the public interest at the center of every decision."
