Saco school department asks city for temporary business park waiver
SACO — The school department is exploring emergency options should a change in pandemic protocols or enrollment spark the need for more space in the next school year. In planning for the unexpected, the school department is asking for a temporary waiver to allow, in an emergency situation, temporary schools in the Spring Hill, Mill Brook and Industrial business parks.
Covenants in these three business parks do not allow for schools to operate within the parks.
The Saco School department in 2019 signed a lease for a property in the Spring Hill business park with the intent of operating a Pre-K school. The city ordered the school department off the property, stating that business park covenants did not allow a school to operate in the park. After multiple executive session closed-door discussions, the school signed a five-year lease in 2020.
The school department appears to be taking a more proactive approach this time around.
Director of Planning and Development Denise Clavette said at Monday night’s City Council meeting that the school department approached the economic development commission regarding a temporary waiver, and the commission recommended the council approve such a measure.
The school department, under its current plan, wouldn’t need the extra space in the fall, but would like to be prepared in case there is a need in the future, said Clavette.
“At this point in time, it’s likely that none of the buildings in the (business) parks will be needed, but it’s better to be safe than sorry, should something arise,” she said.
Clavette said she envisions a two year temporary waiver, and the city will consult with attorney Tim Murphy.
No vote was taken at Monday night’s meeting, but Clavette said she wanted to start discussion on the topic to allow time for the process to move forward.
